PerliBlue Terms of Use

These terms apply to the PerliBlue app for Android and to the PerliBlue desktop app for Linux, published by Perlicom Systems Limited, a company registered in Ireland under company number 546999 ("we", "us"). By installing or using PerliBlue you agree to them. How data is handled is explained in the PerliBlue Privacy Policy.
1. Licence
We grant you a personal, non-exclusive, non-transferable, revocable licence to install and use PerliBlue on devices you own or control, in line with these terms and, where you installed it from Google Play, the Google Play Terms of Service. You may not copy, sell, rent or redistribute the app, or reverse engineer, decompile or modify it, except to the extent the law allows this regardless of these terms. We and our licensors keep all rights in the app that are not expressly granted to you.
2. What the app does
PerliBlue is a diagnostic tool for Bluetooth radios. It shows nearby Bluetooth Low Energy and Bluetooth Classic devices, decodes what they broadcast, lets you connect to a device to browse and change its GATT characteristics, estimates how far away a device is from its signal strength, records a scan session to a file, and can broadcast a test iBeacon from your own device.
There is no account and no server. Everything happens on your device.
3. What it is not
- Distances are estimates, not measurements. They are derived from radio signal strength, which is affected by walls, bodies, batteries, orientation and interference. Do not rely on them for safety, navigation, security or any decision where being wrong matters.
- Decoded readings are best-effort. Third-party advertisement formats are decoded from public documentation and observed behaviour; a manufacturer can change a format at any time. Readings such as a sensor's temperature or battery level are what the device claims, not something we verify.
- PerliBlue is not a certified test instrument and is not intended for regulatory, medical or safety-critical use.
4. Free version and ads
The free Android version is supported by advertising provided by Google AdMob: a banner at the foot of the Settings screen and, occasionally, a full-screen ad at a natural break, as described in the Privacy Policy. No ad is placed over a live scan, over the Finder or over a device's details. Nothing you scan is shared with an advertiser. The Linux desktop version contains no advertising.
5. Responsible and lawful use
A Bluetooth scanner shows you what nearby radios are already broadcasting. That does not make every use of it lawful. You agree that you will not use PerliBlue:
- to follow, locate, monitor or profile a person, or to identify someone by the equipment they carry;
- to connect to, read from, write to or interfere with equipment you do not own or have permission to work on — writing a GATT characteristic can change how a device behaves or damage it;
- to interfere with medical devices, vehicles, industrial or safety equipment, or anything where a fault could hurt someone;
- to broadcast a beacon in a way that disrupts someone else's system or impersonates their equipment;
- in any way that breaks the law where you are, including laws on radio equipment, interception, privacy and data protection.
Where the data you capture or record identifies a person or their equipment, you are responsible for handling it lawfully. You use PerliBlue at your own risk and you are responsible for what you do with it.
6. Your data and your files
Session recordings, exports and settings are yours and stay on your device. We do not receive them. If you share an export, you choose where it goes and you are responsible for what is in it. Uninstalling the app or clearing its storage deletes everything it kept.
7. Updates
Copies installed from Google Play are updated by Google Play. A copy downloaded from our own website can check for and install its own update; we may require an update where an older version can no longer be kept working or secure.
8. Availability
PerliBlue is provided on a best-effort basis. We do not promise it will be uninterrupted or error-free, and we may change features or discontinue the app. Bluetooth behaviour differs between phones, chipsets and Android versions, and some devices restrict what an app is allowed to see; we cannot guarantee any particular device will be found or will connect.
9. Liability
Nothing here limits liability that cannot be limited by law, including for death or personal injury caused by negligence, or for fraud. Subject to that, and to the fullest extent the law allows: the app is provided "as is"; we exclude implied warranties; and we are not liable for lost profits, lost data, damage to equipment, or indirect or consequential loss, including any loss arising from a distance estimate, a decoded reading or a value you wrote to a device. Our total liability to you in any twelve-month period is limited to the amount you paid us for PerliBlue in that period, or €100 where you paid nothing.
10. Third-party names
Bluetooth® is a registered trademark of Bluetooth SIG, Inc. Other product and company names shown by PerliBlue when it decodes an advertisement belong to their owners and are used only to identify what a device is broadcasting. PerliBlue is not affiliated with, endorsed by or certified by any of them.
11. Changes to these terms
We may update these terms as the app or the law changes, and will change the effective date above. Continuing to use PerliBlue after a change means you accept the updated terms.
12. Ending it
You may stop using PerliBlue at any time by uninstalling it. We may end your licence if you materially breach these terms. Sections 5, 9 and 13 survive the end of these terms.
13. Governing law
These terms are governed by the laws of Ireland, and the courts of Ireland have exclusive jurisdiction, except that if you are a consumer you keep the protection of the mandatory laws of the country you live in and may bring proceedings there.
